The systemic difficulty in delivering housing has become one of Ireland's most profound challenges, impacting a generation's ability to build a secure life and testing the fabric of our social contract.

To move forward effectively, we must be honest about systemic friction. Our proactive attempts to collaborate with state agencies have highlighted opportunities for a more agile, partnership-based approach. The UK is starting to do this now. We need to catch up. Fast.

Our proposals to de-risk the `Croí Cónaithe` scheme offer a significant opportunity to accelerate urban core development by leveraging private innovation to mitigate risk away instead of incrementally trying to figure out how to pass it between developers and the state. This proposal remains open and could derisk unactivated planning permissions as well as bring sites refused permission for BTL into use as developments for sale.

The data from Town Centre First reports could be immediately activated by our platform to enable "over-the-shop" housing. A joint effort as previously proposed and well-received by TCF but unactioned by DRCD would turn these valuable reports into tangible new homes. It would give people a stake in our society in town centres.

Piloting new vacant home models with Local Authorities is key. Ensuring innovative solutions are assessed on merit is essential for progress and avoids unintended difficulties for willing partners. The department should want and support all solutions instead of referring to some quietly as "not preferred", as was the case regarding our vacant homes pilot proposals, especially in the absence of clear success for its own efforts. Two Phases of National Recovery among SME Homebuilders in the Regions

Due to our strategic start outside the main population centres focussing on SME homebuilders and towns and villages with capacity to build, our model unlocks housing supply in two distinct phases, the second of which will require political foresight and courage.
